The Public Service Commission registers and employs University and College Graduates and also O’ and A’ level school leavers based on the requirements of the Organisational Structures of Government Ministries and Departments. Upon employment, the Commission manages the Human Capital needs of its employees and also looks into the Human Capital affairs of the Uniformed Forces Commissions and Independent Commissions, and provides Human Capital to Independent Commissions on request.

Organisational Development and Management
Guided by National Strategies and Policies, and development gaps in general, the Public Service Commission develops and manages the Government’s Organisational Structures. These structures are developed and managed with the goal of fulfilling the mandates of the various Government Ministries towards the achievement of their various contributions to the National Agenda specific to each and every Ministry or Department. The Commission also does job evaluation inorder ascertain the relevance of posts in line Ministries and come up with specific requirements for all approved posts.
Talent Acquisition
The Unit is responsible for the acquisition and management of human capital at entry level posts within the Government of Zimbabwe Ministries. Human capital is acquired through online registration from the Public Service Commission Website, www.psc.gov.zw. University, College graduates, O’ and A’ level school leavers can register from wherever they are for employment opportunities in the Public Service. The registration can also be done through walk ins to the Public Service Commission Offices.
The registered candidates are then selected for interviews and appointment to various Government Ministries through the HRMIS SAP system on a first come first saved basis with attention to gender equity and inclusivity. The vacancy situation is then managed through the HRMIS system. All applications should have the following attachments:

- Certified copy of national identity card.
Performance Management
In order to meet National Objectives and goals, the Public Service Commission manages the monitoring and evaluation of the outputs of its human capital in various Government Ministries and Departments through an Integrated Result Based Management System anchored Performance Appraisal System. Performance advancements can then be effected to motivate the human capital and in areas where there is need for improvement, mitigatory measure like training and development are implemented. The Commission is in the final stages of commissioning the Public Service Training Academy which will address Public Sector specific training gaps.
Talent Mobility
The Talent Mobility Unit manages the Government’s human capital, in terms of succession and career planning, at senior management level, Deputy Director grade and above. Internal and external Job adverts, depending on the required skills set, for vacant posts in line Ministries are flighted and interested applicants respond though the Public Service Commission Website, www.psc.gov.zw, specific links or emails provided on the job adverts or submission of hard copies to the Public Service Commission or respective Ministries. Shortlisting is done and candidates go through interviews and psychometric testing up until the best candidate who has the ability to achieve the required mandate of Ministries or Departments is promoted or appointed to a post of greater responsibility. Transfers and reassignments of senior manager to enhance effectiveness and efficiency in line Ministries are managed within this unit. The Unit generally manages the vacancy situation of all senior management posts and keeps an updated record in the HRMIS SAP system. All applications should have the following attachments:

Behavioral Alignment
The Public Service Commission has an oversight role in the management of disciplinary and misconduct cases in line Ministries. Appeals from line Ministries, Government Departments, Uniformed Forces Commissions and Independent Commissions are resolved by the Public Service Commission.
